A Hotfix is a product update package with one or more updated product files that fix a specific product problem.
The Hotfixes available through this program have not gone through full Microsoft product regression testing. Specifically, these Hotfixes have had targeted testing which does not include testing in combination with other Hotfixes.

KB946223: FIX: The input language in a text box on the Microsoft Expression Design surface does not function correctly when you change the input language to an East Asian language
Consider the following scenario. You upgrade from the Microsoft .NET Framework 3.0 to the .NET Framework 3.0 Service Pack 1. Then, you change the input language in a text box on the Microsoft Expression Design surface to an East Asian language. In this scenario, the language does not function correctly.
Note This problem also occurs on computers that have the Microsoft .NET Framework 3.5 installed.
This problem occurs because the language of the text box is not updated if the default language is set to English.
