Error starting application 'cpdesign'

Hi,

I've just updated the Client Profile Configuration Designer (x86) and it's failing to load. I get the following error:

An unhandled exception of type 'System.IO.FileLoadException' occurred in Unknown Module.

Additional information: Could not load file or assembly 'cpdesign, Version=3.5.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. Strong name validation failed. (Exception from HRESULT: 0x8013141A)

I'm assuming a strong-named assembly is delay-signed, so when I it's loading not yet been fully signed...?

I'm seeing the same on a clean Win7 install:

I got the same problem on WinXP. Any solution on this?
